RAUL L. LAMBINO is a man of hope, an individual of integrity, and a builder of dreams for his people.

Passionate in his political advocacies

Born to a poor family in the small town of Pozorrubio, Pangasinan, and fluent in both Pangasinan and Ilocano, Raul possesses the finest traits of the two ethnic communities.

He is humble, compassionate, understanding, and God-fearing; but he is also strong and passionate in his political beliefs and advocacies.

Landmark appearance before the Supreme Court
While still teaching political and constitutional law, Raul became nationally prominent when he successfully argued a landmark political case before the Supreme Court in 2006. He convinced the High Court that “there is an enabling law that allows amendments to the Constitution through People’s Initiative.”

Family
Raul’s father, Bonifacio Lambino,Sr., a retired government employee, died in 1986. His mother, Leodegaria de Loyola—now 87—was a dressmaker who still is the guiding light to her five children. Raul is the fourth child and the second boy.

Marriage
Raul is married to Marilyn de Guzman of Bauang, La Union, and Mangaldan, Pangasinan. The couple has three children: Mark Ronald, a geography graduate of the University of the Philippines (UP) and a successful businessman; Mary Rhauline, a UP economics (cum laude) and sophomore at the UP College of Law; and Meryllainne Rhacquel, a Political Science junior, also at the UP Diliman campus.

Early occupations
Raul spent his early youth in Baguio City, where he worked variously as a tailor, gasoline boy and driver of passenger jeepneys and taxis.

Returning home, he attended the University of Pangasinan in Dagupan City, where he took a degree in Political Science (cum laude) in 1981. He then taught the subject while studying Law at the same university. He graduated cum laude in 1986 and passed the bar the next year.

Passion for learning
Raul pursued his passion for teaching as professor of political and constitutional law at the University of Pangasinan and then the University of the East in Manila. Still later he became lecturer and reviewer in political law and remedial law—vocations he carried on until now.

Though Raul has amassed an impressive resume, he has not stopped learning. He continues to take up short studies in law, economics, and public administration. At UP Diliman, he attends the master’s degree course in Business Administration, to bolster his practical experience of good governance.

Taking up the challenge of Manila competition

Like other bright provincials, Raul took up the challenge of big-city competition early on.

In Metro Manila he worked in the House of Representatives from 1987 to 1991—first as legislative officer, then as chief of staff, to Representative Jose De Venecia of the Fourth Congressional District of Pangasinan.

From 1998 to 2000, he was chief of staff to Senator Loren Legarda. From 2001 to present he serves as consultant in both Houses of Congress to some Senators and Congressmen.

Law practice in Metro Manila
Even tougher was the challenge of setting up his own law practice in the National Capital Region. Very few graduates of provincial law schools ever break this big-city barrier. Raul Lambino did—earning the respect of his peers. He manages his own law firm at the Ortigas complex in Pasig City.

His political commitments
For 20 years now, Raul Lambino has been politically committed in serving the rule of law, the cause of justice, and the principles of good governance. He advocates accountability and openness—transparency—in the public service.
