The health care modernization program must be institutionalized by the government to draw focus on the improvement of the facilities and equipment in the public hospitals.
I am committed to improve the poor condition of health facilities and equipment in public hospitals. In fact, my legislation on the matter is a proof of my real concern on the issue.
In Senate Bill 626, otherwise known as An Act Providing for the Modernization of the Health Care Delivery System, Appropriating Funds Therefor and for Other Purposes, which I authored, the modernization of the institutions as well as the delivery system of health care in the country are intended. As a policy of the State, the health care delivery system should be modernized to a level where it can fully and effectively perform its constitutional mandate to protect and promote the right to health of the people and instill health consciousness among them. Hence, the passage of the Bill should earnestly be addressed by the legislators to fast track the provision of improved and modernized hospital facilities. The modernization plan however, would need a specific line item appropriation in the national budget. As thus, a bigger appropriation must likewise be allotted for the health budget disseminated to the government agencies which could address the problem of the deterioration of the equipment and facilities in the public hospitals in the Philippines.
