    ANG KAPATIRAN PARTY STATEMENT ON THE MAGUINDANAO MASSACRE

     

     

    JC de los Reyes, Kapatiran presidential candidate, asks President Gloria Macapagal Arroyo to impose forthwith a total gun ban nationwide, and to make sure that only uniformed police officers and soldiers on duty are allowed to carry firearms in public places.  Exemptions should only be limited to the President, Vice President, Senate President, Speaker of the House of Representatives and the Chief Justice of the Supreme Court.

     

    No greater test of resolve, sincerity or determination has forced this Arroyo administration than the carnage in Maguindanao.  To satisfy the demands of justice, and peace and order, it must act and act decisively, de los Reyes said.

     

    The youngest presidential candidate appealed to the Commission on Elections (Comelec) to enforce likewise a total gun ban during the election period. No candidate, whether incumbent or not, must be given police or military or private security.

     

    By virtue of Republic Act No. 7166, the Comelec has the primary responsibility to conduct a clean, honest, peaceful elections and to act effectively as the sole custodian of peace and order in the country during the election period.     

     

    The first and primary duty of government under the Philippine Constitution is to protect the citizen and maintain peace and order.  Peace and order is a precondition for sustainable development.  No society can prosper in an atmosphere where public safety is in question.

     

    The warlords’ clans must be contained, isolated, and held at bay. Arms must be seized, confiscated; no exception except for those in the armed forces and the police.  Every culprit with probable cause must be apprehended and charged, and a no-nonsense warning given to those with designs to take the law into their hands by exacting revenge.  “Rido” is a barbaric practice that has no place in a civilized society.

     

    AKP standard-bearer JC de los Reyes said “Putting an end to the culture of gun and violence must start now!  The challenge before the President, Congress and the Philippine National Police is not simply to ‘get tough on crime’ but to get tough on guns and to get serious about crime prevention.”
