The Commission on Elections (COMELEC) en banc has released the calendar of activities and periods of prohibited acts in connection with the conduct of the May 10, 2010 national and local elections.
The COMELEC, in Resolution No. 8646, promulgated July 14, 2009; said the election period will run from January 10, 2010 until June 9, 2010. Prohibited during this period, the COMELEC added are the alteration of territory of a precinct or establishment of a new precinct; the bearing, carrying and transporting of firearms and other deadly weapons in public places; suspension of local elective officials; and transfer of officers and employees in the civil service, etc.
The COMELEC pegged the campaign period for candidates for President, Vice-President, Senators and Party-List groups to February 9, 2010 until May 8, 2010.
Meanwhile, the campaign period for candidates for members of the House of Representatives and elective provincial, city and municipal officials will start March 26, 2010 and will end May 8, 2010.
The COMELEC has also set August 17, 2009 as the last day for filing of petitions for registration of political parties and for parties, organizations and coalitions under the Party-List system of representation.
The filing of certificates of candidacy (COCs) for all elective positions will run from November 20, 2009 until November 30, 2009. During the same period, registered party-list groups may also file manifestations of intent to participate in the party-list elections.
Casting of votes by overseas absentee voters (OAV) will start April 10, 2010 (Host country time) and will run until 3:00 PM of May 10, 2010 (Philippine Time).
Meanwhile, the country’s voters have from 7:00 AM until 6:00 PM to cast their votes on Election Day, May 10, 2010. ###
Any Filipino citizen, who is:
A) The applicant shall personally appear before the Election Officer and present any of the following identification documents which bears applicant's photograph and signature:

In the absence of any of the above mentioned identification documents, the applicant may be identified under oath by:

B) The EO shall verify whether or not the address given by the applicant is located within the territorial boundary of any of the precincts within the jurisdiction of the city/municipality.
If the applicant is not a resident, the EO shall instruct the applicant to proceed to the Office of the Election Officer of the city/municipality where the applicant resides.
If the applicant resides within the territorial jurisdiction of the city/municipality, the EO shall:
C) Upon receipt of the application forms, the applicant shall personally accomplish the same separately in his own handwriting and submit the accomplished application forms to the EO. TITLES SUCH AS DATU, SULTAN, HADJI, BAI, DOCTOR, CHAIRMAN, ENGINEER, AND OTHER TITLES SHALL NOT BE ALLOWED.
D) The EO shall ensure that the application has been filled up correctly, completely and legibly; write down the Application Form Number; return the forms to the applicant and direct the applicant to the Data Capture Machine (DMC) Operator concerned.
E) The DCM operator shall proceed to capture the complete demographic and biometric data of the applicant, after which the EO shall:
The application form of an applicant who fails to submit himself for the live capture of his biometric data shall not be accepted and deemed not filed.
When an applicant has already accomplished an application for registration and submitted the same to the EO, the application shall be subjected to a hearing held quarterly or every three (3) months by the Election Registration Board (ERB) composed of three (3) members, the election officer as chairman, senior public school official and local civil registrar, or in his/her absence, the city or municipal treasurer, as members.
The ERB, through the EO shall set the hearing of applications for registration. At least one (1) week before the hearing, no
tice thereof shall be posted in the bulletin board of the city/municipal hall and the Office of the Election Officers.
The EO shall notify the applicant of the date of the hearing and whether or not there is an objection to his/her application.
If the application for registration has been disapproved, one may file a sworn petition for inclusion with the proper Municipal or Metropolitan Trial Court, attaching thereto the certificate of disapproval of applicant's application and proof of service of notice of his/her petition to the ERB.
After the court has issued an order for inclusion, the ERB through the EO shall reactivate the application for registration previously disapproved by entering therein the order of inclusion and placing the said application in the corresponding precinct book of voters.
